East AFRITAC (AFE) members continue to grapple with the unprecedented crises caused by the pandemic. In the first half (H1) of FY 2021 (May–October 2020), the reporting period, AFE explored digital means and innovative modalities to support national authorities and mitigate the impact of the restrictions on travel and in-person meetings. Execution of activities planned for H1 was 76 percent (67 percent in terms of field person weeks, FPWs). COVID-19 also led to significant changes in the priorities of national authorities and affected how ready many institutions were to receive support. AFE was nevertheless able to support notable achievements by member countries.

The lower-than-expected execution rate mainly reflects changes in the authorities’ priorities and scheduling preferences, and in some cases temporary country security concerns and issues with the availability of short-term experts.

This report covers the start of Phase IV of IMF East AFRITAC’s operations – the first half of FY 2016 to be precise (May-October, 2015). While a sustained level of technical assistance and training services has continued to be delivered, activity has been moderated by uncertainty over financing as well as changes in demand from TA recipients. In particular, a prudent approach has been taken by delaying the initiation of some of the new areas of work planned in Phase IV, such as those on natural resources management, fiscal law and payments systems.
